There may still be people trapped under the rubble. Psychologists are working with the victims and their loved ones. I am in touch with Ms. Zhanna Marfina, Rector of the Luhansk State Pedagogical University, and Ms.Anna Soroka, Human Rights Commissioner in the LPR. They are also at the scene; we will be joining them shortly.

In addition to the college’s teaching block and hall of residence, administrative buildings, shops and private homes were damaged by Ukrainian Armed Forces strikes. The enemy is deliberately targeting the most defenseless — the civilian population. Survivors say that drones circled above them for a long time and fired precision strikes at the hall of residence. It wasn’t just one or two strikes, but many, as these videos confirm.
